Service-charge statements
Heating and operating costs are collected and allocated to tenants by a key; tenancy law requires a documented, verifiable statement within the agreed period.
Definition
Only costs agreed as ancillary in the tenancy agreement may be passed on — anything not listed there is included in the rent and cannot be invoiced afterwards. The allocation key must be appropriate: floor area, number of occupants, consumption, depending on the type of cost.
The tenant must be able to check the statement and is entitled to inspect the vouchers. A statement that only quotes final amounts is contestable — and will be contested as soon as it rises.
